Eugene Dumlao is the founder and owner of Executive Home Care of San Francisco West – San Jose, where compassion, dignity, and trust guide the care provided to every client and family.

A third-generation caregiver, Eugene proudly continues a family legacy of service. His maternal grandmother, Natividad, and his mother, Zenaida, both worked as caregivers, instilling in him the belief that caring for others is more than a profession, it is a calling. Growing up in this tradition, Eugene has always understood both the business and the heart of the caregiving industry.

Eugene leads with empathy, entrepreneurial spirit, and a human-centric approach. His leadership style reflects his belief that the best care comes from building authentic connections and treating every individual with respect. With a professional background in health policy and law, healthcare navigation, customer success, and business management, Eugene brings both expertise and compassion to every decision he makes.

The heart of his values comes from his father, Juanito, who served in the United States Navy for 21 years. Through that example, Eugene learned discipline, honor, and the importance of public service. That legacy drives his mission to serve veterans, senior citizens, and people with disabilities with dignity and care.

Outside of his professional life, Eugene is classically trained as a Tenor, loves to cook, and comes from a long line of martial artists, reflecting his dedication to discipline, creativity, and balance. He also enjoys spending quality time with his family, which keeps him grounded and continually inspired to lead with heart.

Through Executive Home Care, Eugene’s mission is to honor the caregiving values passed down through generations of his family while ensuring that every client and their loved ones receive the highest quality care and support.
